Chino Valley Model Aviators Constitution

Article I – Name
The name of this club shall be CHINO VALLEY MODEL AVIATORS.
Article II – Objective
The purpose of this club shall be a non-profit club to practice, encourage and develop Radio Controlled (R/C) model flying and to provide facilities to accomplish such.
Article III – Membership
Membership shall be of four classes:
Senior – Age 18 and over
Junior – Under age 18
Family – Spouse or immediate family member of a senior member, who is under the age of 18 in the same household.
Associate – Must be a primary member in good standing with one of the approved “Associate Clubs”. Note. See By-Laws Article X Section l for list of approved Associate Clubs.
Article lV – Officers
Sec. 1 The officers of this club shall be a President, Vice President, Secretary/Treasurer, Chief Flight Instructor and Safety Officer. These officers plus two members elected shall constitute the Executive Board.
Sec. 2 Officers shall be elected at the election meeting for a term of one year, and shall continue in office until their successors are elected.
Sec. 3 New officers shall take office at the meeting at which they were elected.
Sec. 4 Associate members may NOT be elected to any Officer/Board position.
Article V – Meetings
Sec. 1 An election meeting shall be held in early October of each year for the purpose of electing the club officers for the following year.
Sec. 2 A nominating committee shall be appointed in August, by the President
Sec. 3 At the election meeting, affirmation or any polling shall elect officers method deemed appropriate by the President under the specific circumstances..
Sec. 4 If there is only one candidate for an office, the secretary may cast the elective ballot for that nominee.
Sec. 5 Nominees shall be regular senior of family members in good standing.
Sec. 6 Associate members may NOT vote in any election or other activity..No voting rights.
Sec. 7 Candidates for Offices must be nominated no later then the September meeting.
Article Vl – Amendments
This constitution may be amended at a membership meeting by a two-thirds vote of those present, providing a two week notice was sent to members indicating date, times, place and reason for the meeting. All proposed amendments shall be in writing.
Article Vll – By-Laws
The accompanying by-laws are part of this constitution.

Article l – Membership
Sec. 1 Candidates for membership shall be judged by the following standards:
Interest in participating in R/C Flying
Agreement to abide by the clubs Constitution, By Laws and all AMA and club specific safety rules.
Sec. 2 Candidates must have a current Academy of Model Aeronautics (AMA) membership.
Sec. 3 Candidates under 18 years of age (junior member) shall have written consent of a parent or guardian to join the club.
Sec. 4 Junior candidates shall be sponsored by a current member of the club.
Sec. 5 A senior member is one who has reached his or hers 18th birthday by the upcoming September 30th.
Sec. 6 A Junior member is one who has not reached his 18th birthday by September 30th.
Sec. 7 A Family member is a spouse or immediate family member of a Senior member under the age of 18 in the same household.
Sec. 8 Associate members must satisfy all CVMA membership requirements and remain a current member in good standing of his/her primary club.
Sec. 9 A member must be current in AMA and current in club dues.
Article II – Dues
Senior (Regular New and Renewal) …………………………. $75.00 per year

Family ( Regular New and Renewal) ………………………… 100.00 per year
Associate Member (New and Renewal) …………………… 40.00 per year
Sec. 2 The affective dues year will be from Jan 1 to Dec. 31. For new candidates joining after June 30 up until October 31 dues will be prorated at 50%. Members joining after October will receiver membership for that year plus the following full years membership.
Sec. 3 Associate members no longer members in an approved Associate club must pay remaining dues at this clubs Prevailing rate prorated on remaining months through December 31 of the current year. See section 2 of this article.
Sec. 4 Existing CVMA members switching to CVMA Associate Member will not be refunded any previously paid CVMA membership dues or assessments.
Sec. 5 DUES AND / OR ASSESSMENTS ARE NOT REFUNDABLE.
Article III – Current Membership
Sec: 1 A current member is a member who is current in AMA and current in club dues.
Sec: 2 A current member shall display evidence of AMA currency or show proof of CVMA membership upon engaging in field activities.
Sec: 3 Any member or associate member who’s dues are in arrears for a period of thirty days from the due date shall automatically cease to be a member in GOOD STANDING. (NO FLYING PRIVILEGES).
Sec. 4 Membership may be revoked or reinstated by action of the executive board. A member who has allowed his/her club membership to expire may become a current member if he/she pays all delinquent dues months (using the monthly dues prorated formula covered under article ll), plus a delinquency fine of $4.00 for each month he/she failed to renew membership – the delinquent period. A member who is out a full year can be considered a “NEW” member, thus eliminating the delinquency fine.
Sec. 5 A leave of absence in excess of one year may be requested in writing, in advance of absence, without penalty or dues obligation.
Article lV – Meetings
Sec. 1 Membership meetings shall be held at least monthly, or more often as requested by the membership.
Sec. 2 Meetings of the Executive Board shall be held as decided by the board members or the President. At the board meetings the majority of the board shall constitute a quorum.
Sec. 3 Special membership meetings may be called by the president or at the request of five members of the club.
Sec. 4 Special Board meetings may be called by any members of the board.
Sec. 5 A “Field Improvement Committee” shall include no less than Five (5) club members that are appointed by the President. The function of the Field Improvement Committee will be to research, recommend, study and give final approval of all modifications, changes and improvements to the flying site.
Article V – Duties of Officers
Sec. 1 President
- Call meetings to order.
- Preside at all meetings.
- Announce business in its proper order.
- State all questions and put to a vote.
- Appoint committees.
- Work with other officers to benefit the club.
- When possible, represent the club at functions.
- Act as liaison to the AMA, and act a liaison with the Town of Chino Valley.
Sec. 2 Vice President
- Preside at meetings in the absence of the President.
- Work with other officers to benefit the club.
Sec. 3 Secretary
- Keep a record of minutes of all meetings.
- Handle all club correspondence.
- Be custodian of club records.
Sec. 4 Treasurer
- Keep financial records of the club.
- Disperse funds at the request of the Executive Board.
- Report in detail the clubs financial condition at each meeting.
- Insure members are notified of dues payment..
Sec. 5 Chief Flight Instructor
- Act as chairman of the flight committee and appoint committee members as deemed approuate.
- Qualify members to be flight instructors.
- Post list of qualified instructors for member contact.
- Shall be responsible for maintaining the club’s flight training equipment in good order.
Sec. 6 Safety Officer
- Act as Chairman of the Safety Committee and appoint committee members as deemed appropriate.
- Report safety issues to Executive Board.
- Be responsible for posting safety rules.
- Initiate action to insure safe field operations.
- Receive safety suggestions from members and pass on to the Executive Board for action.
Article lV – Executive Board
Sec. 1 The executive Board will have control and management of the club property as well as management of the organization.
Sec. 2 The Executive Board shall attend to the affairs of the club during the interim between general meetings.
Sec. 3 The Executive Board shall have the power to review and revoke the membership of ANY member who flagrantly disregards the rules/regulations of the AMA and of this Club. This is a three step process:
- The club member will receive a verbal warning from any Executive Board member on first occurrence.
- The club member will receive a written warning from any Executive Board member (representing the Board) on the second occurrence.
- The club member would be brought before the Executive Board for review on the third occurrence.
Note: If the member refuses to attend this mandatory review, the Executive Board can terminate club membership. Any remaining club dues will be refunded based on a monthly prorated basis, if the member is terminated.
Article VII – Committees
Sec. 1 Committee chairmen for all activities shall be appointed by the President, subject to the approval of the Executive Board.
Sec. 2 The President and Vice President shall be ex-officio members of ALL COMMITTEES.
Article VIII – Governance
Sec. 1 The proceedings of the organization shall be carried out according to the modified Robert’s Rules of Order.
Sec. 2 Payment requests over $500.00 shall be approved by a majority vote of the attending membership at a regular monthly CVMA membership meeting before payment by the Treasurer.
Sec. 3 Vacancies in any office position shall be filled for the remaining term by vote of the member ship. The President shall appoint a temporary officer until an election can be held.
Sec. 4 The past President may meet with the Executive Board, as an Advisor, for a period of one year.
Sec. 5 The Safety Committee can:
- Request a member to cease flying field activity that violates AMA or club safety rules.
- Impose action, such as flying restriction on a member who flagrantly violates a safety rule.
- Recommend, to the Executive Board, the revocation of a membership for continuous safety violations.
Article IX – Delegations
Sec. 1 Delegations or special committees shall be appointed by the President to represent the organization at any convention, meeting or assembly.
Sec. 2 Such delegates shall exercise only those powers vested in them by the Executive Board.
Article X – Participating Associate Member Clubs
Sec. 1 The following clubs are authorized participants in the Associate Member Program.

Article XI – Amendments
Sec. 1 These By-Laws may be amended at a membership meeting by a majority vote of those present, providing a two week notice was sent to the club members indicating the date, time, place and reason for the meeting. All proposed amendments shall be submitted in writing. This notice may be tended by E-mail or publication in the monthly newsletter.
